Poden participar en aquest programa tots els Estats Membres de la UE més Noruega, Islàndia, Liechtenstein, la República de Macedònia del Nord, Turquia i Sèrbia. També poden participar en algunes accions, subjectes a condicions i criteris específics, els “Third Countries Not Associated to the Programme”.
